Benefits It is well documented that every $1 spent on treatment for clients, saves the community $4-$10 in subsequent services (i.e. further social services, health, and criminal justice). Based on the annual operating budget for Charlie's Place's for 2,000+ clients each year, this saves the community a minimum of $11,400,000 and potentially as much as a staggering $34,200,000 annually. Even more important than the vast financial savings, services at Charlie's Place help our clients break the cycle of substance abuse and positively impact the lives of our clients their families for generations.
Proposal Description Charlie's Place requests a grant of $10,000 to help provide the required $145,224 match for our 2016-2017 grant from the Department of State Health Services (DSHS)to provide chemical dependency services to medically indigent men and women.

Need
Substance abuse issues are a priority for the City of Corpus Christi, Behavioral Health Center of Nueces County, The Texas Department of State Health Services, and Texas Commission on Alcohol & Drug Abuse. Charlie's Place fills the need for substance abuse treatment and case management services including medical detox, residential treatment and outpatient programs for medically indigent, chemically dependent adults in the Coastal Bend.

According to the National Institute on Drug Abuse 2015, the abuse of tobacco, alcohol, and illicit drugs is costly to our Nation, exacting more than $700 billion annually in costs related to crime, lost work productivity and health care. They also reported that there continues to be a large "treatment gap" in this country. In 2013, an estimated 22.7 million Americans (8.6 percent) needed treatment for a problem related to drugs or alcohol, but only about 2.5 million people (0.9 percent) received treatment at a specialty facility. Charlie's Place Recovery Center is working to fill that "treatment gap".

Program
Charlie's Place provides chemical dependency services to medically indigent individuals. Services include comprehensive rehabilitation and case management services for individuals diagnosed as being alcohol/drug abusers or chemically addicted. In order to continue these vital treatment services to our community, Charlie's Place seeks grants and donations from a wide array of sources including the DSHS. For 2016-17, Charlie's Place was awarded a DSHS grant of $2,904,477 to provide chemical dependency services to medically indigent men and women. Services include comprehensive rehabilitation and case management services for individuals diagnosed as being alcohol/drug abusers or chemically addicted. The annual award is quite sizeable but requires Charlie's Place to provide a cash match of $145,224. To this end, Charlie's Place respectfully requests a grant of $25,000 to help underwrite the matching funds required for our grant from the DSHS. The total project cost is $3,049,701.

Charlie's Place is the ONLY facility in South Texas that provides comprehensive rehabilitation services and case management to medically indigent individuals diagnosed as being alcohol/drug abusers or chemically addicted. Services are delivered to individuals 18 years or older without regard to race, color, ethnicity, national origin, gender or economic status.

Charlie's Place operates in a fully modern 97,000 sq/ft facility that serves 150 clients per day all in one centralized location. With an atmosphere which is more like a college campus than an institution or hospital, the facility offers an abundance of open areas with large trees and shrubs where clients can stroll, enjoy the peace and tranquility of the grounds, reflect and meditate. Charlie's Place is a recovery community with friendly staff, many of whom are in recovery themselves. Clients adjust to this environment easily, are more comfortable, and quickly feel a part of the community. Along with client living quarters, the expansive facility houses a central kitchen and cafeteria and a recreational area where clients enjoy activities like ping pong, foosball, pool, cards, board games, computers and big screen TV. The outside recreation area includes a large central courtyard with picnic tables for weekend BBQ's or socializing during free time. Charlie's Place is a voluntary facility, meaning that clients who come to it must sincerely desire help and want to make a significant life change. Subsequent treatment--all of it at no charge to the client--is based on the disease concept of addiction and utilizes proven 12-step programs.

Charlie's Place clients receive supportive services including long term residential drug and alcohol treatment. Treatment includes chemical dependency education, group and individual counseling, life skills training, intensive case management including follow up. All clients receive at least 10 hours of group counseling per week with one individual session every other week. Groups include: chemical dependency education, relapse prevention, anger management, HIV education, nutrition, budgeting, employment skills and others as identified by the individualized treatment plan. Treatment goals also address permanent housing needs, education and employment needs, saving money, and maintaining long-term sobriety. Along with referrals to other agencies throughout the community, clients participate in 12 Step meetings during treatment to begin building a support network that will stay with them after they leave treatment. All curriculum is culturally appropriate and revised and updated continually to meet the needs of the clients.

Service Demographics
Charlie's Place serves nineteen South Texas counties that comprise a 20,000 square mile region. (Aransas, Bee, Brooks, Cameron, Duval, Hidalgo, Jim Hogg, Jim Wells, Kleberg, Kenedy, Live Oak, McMullen, Nueces, Refugio, San Patricio, Starr, Webb, Willacy, and Zapata) In the past five years, Charlie's place has experienced significant growth in the number of clients served. With your help in FY2016, 2,377 clients entered treatment and received services from a licensed, trained professional staff of sixty people. This represents an increase of over 21% clients served in the past five years. Records show that 98% of these individuals were low income, chemically dependent alcohol/drug abusers who did not possess the resources-financial or otherwise-to pay for treatment. 94% came from the South Texas region. 44.5% Hispanic/Latino, 50.3% White, and 4.2% African-American. 11.1% ages 18 to 24, 33.6% ages 25 to 34, and 55.3% ages 35 to 65; 68% male and 32% female. Clients seek help for a wide array of substance abuse issues including alcohol, heroin, crack, Vicodin, and other.
